La inseguridad como delito es uno de los temas prioritarios en la agenda política. Pero el interés de velar por la seguridad no entraña sólo el cuidado de un derecho, ni la nostalgia de la comunidad perdida o por venir, ni el ideal democrático de garantizar las libertades del individuo. En el interés por la “inseguridad” se pone en juego una modalidad de poder como gobierno del individuo en el nivel de la población ya que la seguridad es interna a la existencia del propio Estado. Palabras clave Inseguridad Miedo Gobierno ABSTRACT THE OTHER LIKE ENEMY The fear of the insecurity in the city is one of the priority topics the political agenda. But the interest of guarding over the individuals safety contains only neither the care of a civil right, nor the democratic ideal one of promoting the freedoms of the individuals, neither the nostalgia of the lost community when the fundamental decisions for the citizens are taken in spheres increasingly distant and anonymous. The interest for the “insecurity” it is also a question of population control; the control over a state of mind which hides the danger of destabilizing the perception, the common conscience of the individuals, and in last instance, of destabilizing the existence of the society reality.
