Resumen
This paper develops a discussion and analysis on the historical developments of three paradigms of the systems of higher education, and career ladder teacher and researcher, from which derive several trends in public education policy. This, considering that is currently governed and enroll in some economic models that determine it. It is intended that this reflection as an input to develop a regulatory proposal for the teaching profession.
