Resumen
The unbridled advance of globalization in a cultural framework, deserves to develop from the localities political recognition, revaluation and cultural diffusion, this is, without a doubt, one of the dilemmas that governments and their decentralized forms must promote in an era full of mutations and arduous contraction. The study analyzes the Puno region in the dynamics of globalization within an economic, social, cultural and educational framework. The position of the qualitative –hermeneutical – interpretive– paradigm of theoretical research is assumed. The results indicate that the potential for economic development that the Puno region sees in the process of transformation of global capitalism, shows a hidden reality, that while there are development centers in the region, there is simultaneously a burden of difficulties in terms of inequality, poverty and culture. Along this line, there are still limitations in progress towards a better quality of life for many citizens in the highland region. In addition, between parapets and possibilities, to date, Puno is a region that preserves various forms and devices of cultural life that go beyond geography. Therefore, in the face of a problem that presents itself as a limitation in integration and social welfare, it is imperative to build an IBE that outlines equality, revaluation and respect for cultural components. Obviously, these are direct anchors that the school will have to reconsider in globally tense terrain.
